The funded project is named: Contruction of learning centers and safety evacuation place during natural disasters of Hong Ha Commune, A Luoi District, Thua Thien Hue Province.

At the HUAF site there are:
- Representative of HUAF: Assoc.Prof.Dr. Tran Thanh Duc – Rector, Prof.Dr. Le Dinh Phung – Vice Rector, Assoc.Prof.Dr. Le Van An – Former Rector and Project Coordinator, and leaders of funtional departments and CARD;
- Representative of Hong Ha Commune People's Committee: Mr. Ho Viet Luong, Chairman of the Commune People's Committee and leaders of functional units and villages.
The signing ceremony was chaired by the Japanese Ambassador to Vietnam YAMADA Takio (at the location of the Japanese Embassy) with the participation of 9 other organizations and localities receiving funding in this round.

This project, proposed by HUAF and Hong Ha Commune People's Committee, aims to reduce impacts caused by natural disasters. On behalf of the people of Hong Ha commune, Mr. Nguyen Viet Luong expressed his gratitude to the Japanese Government for always paying attention and accompanying the locality for nearly 20 years with many projects to support livelihood development and socio-economic stability.
Japanese Ambassador to Vietnam YAMADA Takio hopes that the 9 projects receiving this aid will provide good support to units and localities in the prevention of natural disasters and natural disasters.
